People say you should never use a hair dryer to dry a fursuit, but what if the hair dryer has a cold air setting? Would that do damage?

It would probably be fine, but I've never tried it. Maybe do it on a piece of scrap faux fur first to test it out.

Generally, for a resin base (already cut, sanded, with the hinges/moving jaw installed), how do you go about furring? Do you just make your fabric outlines, and glue the fur, or do you need a foamy layer/padding?

As far as I'm aware unless you want a different shape or bulk up certain areas you just go ahead and start patterning and glue down the fur once you have everything cut(and sewn if you sew it).
I never worked with a resin base though just going by what I've seen others do ^^''

I'm not so sure about that tbh, I never used resin eyes and have yet to install a fan as I tend to make small masks and don't suit for long when I do.
I'm sure there's plenty tutorials if you google it ^^

I'd say inside, so you don't have any ugly seams/edges. Just make sure nothing is rubbing against your face from the eyes when you wear the base.

(I know kinda late) Depends on what you wanna do and if you want something good and long lasting. If you just wanna make something for fun or just to try out fursuit making do it yourself if your not interested and just want a suit I recommend just saving for awhile for one. Some will do payment plans too you'll have to be 18 to order from most makers though.

I found out I have a yard of red luxury shag in one of my plastic bins and I have lots of white long and short. Been wanting to making a pokemon for awhile(just lacked the colors and have no room for new furs)
I found the perfect pokemon to make.

I'm so excited to get started since I learned some new techniques, although I need to get a lot of supplies simply for the eyes ;w;
Anybody know where I can find clear plastic sheets(that I can cut with scissors) I had some bookmarked on my old laptop but don't remember where I found them.

I convinced my Mom to get me a half fursuit without even saying I'm a furry. (She used to live in pittsburg in the early 21st century and right next to the AnthroCon center :/ She hated it ever year so she moved away, I remember seeing the parade every year from outside my window, It meant something to me and got me into the community
