Maybe giving some examples of games you thought were controversial would be good to start off with, and then others can somewhat have a guideline :)

Hatred was pretty darn controversial, it got removed from steam greenlight too XD

Pretty much a game about going on a massacre of several civilians, pretty F'd up imo. Don't look it up if you're sensitive to that kinda thing.

Rockstar totally owns the "controversial games" which is what makes them so great. GTA V definitely kept things real with that. Those nudist cannibals hidden up in the mountains

hatred is a pretty good example of how devs use controversy to get people to talk about their games, I actually find hatred to be rather funny.
the idea of some sweaty 15 year old seeing this and thinking it's the right thing to do, goes to the local McDonalds with his dads revolver and shoots himself in the knee. also if the main character had any backstory, feelings or character points besides long hair, a gruff voice and a trench coat. then it would be disturbing and unfunny. I just can't take the game seriously though.
anyway thanks for reading that extremely long post about a stupid game, please don't hate me for that.

POSTAL and POSTAL 2 are pretty controversial. There was an entire law being proposed in California to outright ban POSTAL 2 that even had to go to the Supreme Court of the United States. IMO POSTAL 1 was waaaayyy worse. It was like hatred but actually kinda worse. It explains why he's killing (to an extent) and it's really sick. The final level of POSTAL 1 is an elementary school. And did I mention the goal of each level is to kill people (like Hatred). So yes, the final level of POSTAL is to do a school shooting. Worst $.49 I've ever spent on steam.

yeah, that's bad.
postal came out around the time of a school shooting didn't it? guessing people weren't happy about that.

it was removed in the "share the pain" patch

Postal was really controversial, I found it hilarous just because it was so edgy for me to take it seriously. Hatred was weak sauce in the controversal department, GTA is worse, but Hatred was made to be edgy, that lead to media coverage.
Just like a burn will linger, she crept between my fingers, and to my body she has now become a new disease. A fog to cloud vision, more like an apparition. She made a mess and now abandoned me.

I'm just going through the list, and I saw this: https://en.wikipedia.org/wiki/Super_Columbine_Massacre_RPG!
Just wow, there's violent entertainment then there's turning a school shooting into a money-grabbing, home entertainment game.

History 2 got some attention for the slave tetris thing. Funny how it's meant to meant to be an educational game and people starting tearing it apart for that.

Abd what's so funny about it was it didn't do a good job at teaching anything.
