Building a new system should be finished around February or March

I'm still deciding on either a Core i3 4160 or an AMD A10-7870K or a AMD FX-8320E.
somewhere around 8-16gb of 1866MHz DDR3
Radeon R7 250, R7 250X, or R7 260?
Deepcool Tesseract SW Blue
EVGA 80+ 500watt PSU
80gb HDD, 2TB Western Digital Caviar Green.
Looking at motherboards
Sound card is a Sound Blaster Audigy 2 ZS if I can get a motherboard with PCI
Thermal compound will be Arctic Silver 5
Cooler will either be stock or Cooler Master Hyper 212 Evo

Sounds like a great build. I recently put a system together for my brother and used an FX-8320E and I can absolutely recommend it as long as you're comfortable with overclocking. At stock speeds it's set far lower than it needs to be, but it can overclock just about as good as any FX-8350. I had an extremely basic budget AM3+ motherboard and I was still easily able to get it over 4GHz at stock voltages, even with the atrocious stock cooler. So if you overclock, it's basically an 8350/70 but without spending as much money. I'd get the 212 Evo and the 8350E (maybe get the motherboard and CPU at the Madison Heights Micro Center, their CPU+Mobo combos are pretty much the only thing there with good prices).

Only other suggestion is to save a bit more for a better GPU and/or buy used. There is literally no logical reason to get an R7 260X new, especially now that you can get a used R9 270X for less than $80, even lower if you look harder for a deal. If you don't need the extra performance past what you're looking at, I'd recommend at least buying a used one to save money, or looking into older GPUs with similar performance like the GTX 580, GTX 660, or HD 6970.

Due to me getting a increase in budget, I'm going to get quite a better system.

Specs:
Xeon E5-2670 (8 core/ 16 thread) since they are only $70-$90USD
Asus X79 LGA 2011 v.1 motherboard
16gb of DDR3 1866mhz RAM
Used GeForce GTX 980ti (Adding a second one a year after my build is finished.)
Fractal Design Define S (So I have good custom water cooling support when I want to do a custom full loop when I add my second 980ti)
Cooler Master Hyper T4 (Since I'm not doing any type of overclock)
850watt EVGA 80+ Bronze PSU
128gb SSD, 2tb WD Caviar Green SATA II, 1tb WD Blue SATA III.
Arctic Silver 5 Thermal compound.

Other/ misc:
Sennheiser HD 598 Ivory colour scheme headphones.
Audio Technica AT2035 XLR microphone.
Behringer U-phoria UM2 USB audio interface.

Peripherals:
Keyboard: RGB Havit Mechanical keyboard with knock of blue switches.
Razer DeathAdder Chroma 10,000 DPI optical mouse.
LG Electronics UM57 2560x1080 25inch monitor.

Desk
1x Ikea Linnmon corner table

Due to me getting a increase in budget, I'm going to get quite a better system.

-snip-

That's one hell of a budget increase! Good build though, I actually recently built a similar system for a friend, with the E5-2670. His was on a bit tighter of a budget, so it has an R9 290 OC and a single 1TB Hitachi Ultrastar with a 120GB OCZ Vertex 3 for boot, among other things that are lower-spec or cheaper than yours. X79 Xeon systems can be a bit finicky and motherboards are pretty expensive, but they're still great performance for the price and the processing power is mindblowing compared to a quad core.

Processor: AMD FX-4300 3.8 GHz

RAM: 8gb, Probably going to upgrade to 16 in the future.

Video Card: GeForce GTX 750 Ti

MoBo: GigaByte 78LMT-USB3 ((Socket AM3+))

Storage: Two 80gb Seagate HDD's

OS: Windows 7 Prof Edition ((SP1))

I would list my case but i pulled it out from an old collection of mine, Sorry :P

Now that sounds like my kind of machine! Budget builds with some/all parts bought used or already owned... *sigh of happiness*
You should probably upgrade that storage next though- "80GB," "hard drive," and "Seagate" are all things that can be improved upon greatly. Might I suggest transferring your stuff to a 120GB SSD? Should only cost you $30-40 US if you look for a deal. :fox-;):

Processor: Intel i5 Quad Core
RAM: 2 X 4GB G.SKILL Ripjaws X
Board: ASRock Z77
Drives: 2TB WD Black HDD
Video: GeForce GTX 670 2GB

However on Friday, a few modifications are coming in the mail.

Video: EVGA GeForce GTX 1060 6GB

RAM: 2 X 4GB G.SKILL Ripjaws X

I'm so freaking excited.

Right! It's actually very nice, and has incredible speed, especially during games. Like, Overwatch NEVER lags, which is an insane thing to think about.

If you had a GeForce GTX 950M or GeForce 940M/940MX It'd have frame drops/lower framerates a bit more, but for now the GTX 960M is still a great performer for mobile GPUs.
